Hours, exceptions & the fine print

Section 6-43(a) defines an off-premises at-large dog through a leash, chain, rope or cord no longer than ten feet, strong enough to control the dog and held by someone able to restrain it. Section 6-43(b) provides specific defenses for recognized dog shows, approved obedience training, trained assistance dogs in use, veterinary and shelter work, peace officers and stray-animal staff, official law-enforcement K-9 work, and immediate reasonable efforts to regain control of a leashed dog. Section 6-42 also covers restraint in a fenced yard or enclosed pen or structure, with law-enforcement training, cadaver/rescue-dog and service-animal defenses. The general restraint definition also mentions responsible voice control, but the walking and at-large sections impose more specific leash rules. Do not treat voice control as a blanket permission for an ordinary public walk. Use designated dog areas according to posted signs.
