Hours, exceptions & the fine print

Frisco section 14-8 prohibits roaming at large. The full section 14-3 definition includes secure enclosure or confinement by a building, wall, pen or fence on the premises behind the front building line, as well as physical restraint by leash, cord, chain or rope. For ordinary public walks use a leash under a responsible person's physical control; these sections set no leash length. Section 14-9(a) requires that control and subsection (f) prohibits leaving animal waste on public or private property, including walks, sidewalks, alleys, parks and recreation areas. Designated dog parks have off-leash rules, not permission to let a dog roam elsewhere. Under section 14-4, vaccinate dogs, cats and ferrets by four months, boost within 12 months, and revaccinate at least every three years following the vaccine label. New residents have 30 days to comply; bite/scratch cases require reporting and must not be vaccinated during the 240-hour observation period. Rabies tags must remain on the collar or harness. City licensing is voluntary under section 14-7. Section 58-92 also prohibits animals on athletic fields, concession/restroom areas, plazas and playgrounds, and within 75 feet of those areas except on a paved walking trail no more than 10 feet wide; licensed or authorized service-animal exceptions apply.
