First walks in Cape Coral.
For everyday walks in Cape Coral, use a leash up to eight feet under direct control. Registered off-leash play is at Wagging Tails inside Rotary Park. The rules, the park, and a calm plan for a new dog's first week.

Hours, exceptions & the fine print
Cape Coral section 4-1 adopts Florida animal-control laws and Lee County ordinances as amended. Lee County Ordinance 25-25 defines direct control as immediate and continuous physical control, such as a fence or leash no more than eight feet, cord or chain strong enough to restrain the animal. That definition expressly excludes herding dogs, dogs in the process of hunting, police dogs, registered field trials, obedience training or trials, and dogs on their owner's property. These are not permission to let a dog roam on an ordinary public walk. Roaming at large is unlawful. Remove dog waste from public walks, recreation areas and private property. City park rules prohibit pets on athletic fields, playgrounds, beaches, picnic areas, nature trails and boardwalks. Wagging Tails requires separate dog-park registration; do not confuse that with the county pet license.
The first week
The same calm start we suggest everywhere - on Cape Coral’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog park, for later
Once your dog has settled. Cape Coral runs one official off-leash dog park - the city calls it "Cape Coral’s only dog park":
- 1Wagging Tails Dog Park - inside Rotary Park at 5505 Rose Garden Road; a 1.25-acre fenced area for small and large dogs, with benches and shade
Registration is required: $25 per dog for the city fiscal year October 1 through September 30, not twelve months from signup. No pro-rating or daily rate. Register through the Rotary Park office. The pin identifies the named Rotary Park location, not the exact dog-run entrance or off-leash boundary.
Park-level location at Rotary Park, not the exact dog-run entrance or off-leash boundary.
Good to know
Worth knowing
Lee County Ordinance 25-25 requires rabies vaccination for dogs, cats and ferrets four months or older, a booster 12 months after the first dose, then the vaccine manufacturer's interval. A veterinarian may certify in writing that vaccination would endanger health; supply the exemption to Animal Services, renew it annually, and vaccinate when health permits. The county license/rabies tag must be on a collar or harness unless the pet has a microchip registered to the owner with current name, address and phone. The microchip exception concerns wearing the tag, not buying the license. Visitors or residents present less than 30 days per year are exempt from licensing with current rabies proof; county/contract shelters and pets housed at rescues or animal facilities for adoption are also exempt. Section 21 separately requires owner identification. County licensing and the city dog-park registration are different requirements. See the county licensing page for current fees.
