Hours, exceptions & the fine print
The adopted January 6, 2026 Ordinance 2026-01-003 updates Chapter 26 and controls where the older codified page differs. Section 26-14 requires restraint and prohibits an owner allowing an animal at large. The section 26-1 definition includes secure physical fencing; an owner- or trainer-accompanied bona fide dog show, field trial or exhibition; a person holding a leash no longer than six feet and strong enough to control the animal; an assistance/service animal used by a person with a disability; or a working guard dog inside a signed, securely fenced and locked area or enclosed building. Section 26-14(h) permits walking a dog on a hand-held leash no longer than six feet. Section 26-14(c) prohibits attaching a dog to a stationary object or trolley. Limited affirmative defenses under (e) cover lawful animal events, veterinary treatment, grooming, training or law-enforcement activity; safety/welfare needs with the owner maintaining direct physical control; or the owner's premises with direct physical control and the dog kept at least 15 feet from the public street edge. All defenses also require a proper collar/harness, no device directly around the neck, device weight no more than 1/20 of the dog's body weight, reasonable unobstructed movement without entanglement, and adequate shelter and clean water. These are conditional defenses, not a general right to tether unattended. Posted dog-park rules require waste removal. The ordinance's feral-cat TNR defenses do not apply to dogs.
The first week
The same calm start we suggest everywhere - on McKinney’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog parks, for later
Once your dog has settled. Two city-owned off-leash dog parks; K-9 Corral is privately maintained:
- 1Bonnie Wenk Dog Park - 2996 Virginia Parkway; two fenced acres with separate areas for big and small dogs; open dawn to 11 p.m., closed the first and third Wednesday of each month until 11:30 a.m. for maintenance
- 2K-9 Corral Dog Park - 7450 Van Tuyl Parkway; 1.05 acres, open 5:30 a.m. to 11 p.m.
Posted dog-park rules require current rabies vaccination and tags, a leash outside the double gate and off-leash inside, visual and voice control, no unattended dogs, at most three dogs per owner, and an accessible leash. No puppies under four months, dogs in heat or aggressive dogs. The small-dog area is strictly under 25 pounds; smaller dogs may enter the large area at their own risk. Children under 12 need an adult; all children need strict supervision. No human/dog food, glass, smoking, or spiked/pinch/prong collars inside. Bonnie Wenk opens dawn to 11 p.m. and closes the first/third Wednesday until 11:30 a.m.; K-9 Corral's own operator page specifies 5:30 a.m. to 11 p.m., rather than the generic dawn opening. Pins mark named dog-park locations, not exact gate entrances.
Named dog-park locations, not exact gate entrances or off-leash boundaries.
Good to know
Worth knowing
Under the adopted 2026 text, section 26-33 makes a current rabies tag the city registration; keep it on a collar or harness at all times and provide the certificate on an officer's request. Section 26-34 requires rabies vaccination for dogs, cats and ferrets over four months, a booster within 12 months after the initial dose, and later doses at least every three years, or the interval state law provides. The feral-cat TNR defenses are not dog exemptions. Bonnie Wenk's dog splash pad is available year-round but may be switched off in freezing conditions.
