Hours, exceptions & the fine print

New Orleans confines: “all cats and dogs are to be confined within a secure, enclosed fence that is a minimum of four feet tall... or properly tethered... at all times, unless accompanied by an owner, driver or keeper” (§18-14(a)). The way out for a walk: a dog “properly licensed and vaccinated as stipulated in this chapter may be allowed outside of an enclosure if under a secure leash and accompanied by their owner or keeper” - the code sets no leash-length cap for ordinary dogs. The written off-leash exception: “designated dog parks or ‘off-leash’ areas are exempt from the provisions of this section”, and the code names one - “the area of City Park known as NOLA Bark generally bounded by Zachary Taylor Drive, Diagonal Drive, and Magnolia Drive” (§18-14(b)). No service-dog or police exception appears in this section. General violations of the chapter are misdemeanors punishable by up to $500 and six months (§18-18).
