City walks

First walks in Honolulu.

In Honolulu, a dog out in public stays on a leash of eight feet or less - that is the city’s stray rule, with exemptions detailed below - and off-leash play belongs in the designated dog parks around O’ahu. The island’s own rules and how we suggest starting a new dog’s first week.

The rules, in short

Hours, exceptions & the fine print

Honolulu’s stray rule is the leash law: it is unlawful to permit a dog to become a stray (§12-4.2), and a dog in any public place counts as one unless "under the control of the owner by leash, cord, chain, or other similar means of physical restraint" - and the code adds that the restraint is "not more than 8 feet in length" (§12-4.1). The written exceptions, all for microchipped dogs: service dogs under their handler’s control, law-enforcement dogs at work, hunting dogs accompanied on hunting grounds, trial or show dogs training or competing with permission, and dogs accompanied by someone 18 or older inside a designated dog area or off-leash park (§12-4.4).
