Hours, exceptions & the fine print

Cincinnati’s rule: off your property, keep the dog "on a leash under the reasonable control of some person who is of suitable age and discretion" (§701-2). The code sets no leash-length cap - the leash just has to be strong enough to hold your dog (§701-1-L). At home, a leash, tether, adequate fence, supervision or a secure enclosure keeps the dog in. Dogs lawfully competing or hunting, while accompanied, are excepted - and so is any designated dog park under the Park Board’s Rule 41 (§701-2(A)). An off-leash dog is a Class A civil offense, $75 (rising to $150 if paid late); if the dog menaces or injures someone it jumps to Class C ($300), serious injury is Class E2 ($5,000), and a repeat is Class F ($15,000) (§§701-2(B), 1501-99).
