Hours, exceptions & the fine print

Pittsburgh’s rule: no dog runs at large on public streets, sidewalks, parks or others’ property - it stays "restrained by the use of a leash, or a chain not exceeding six (6) feet in length, at all times" (§633.08). The one exception is a designated Off-Leash Exercise Area, and inside one the code still asks for a leash in hand going in and out, voice control at all times, a licensed dog wearing its tag, and cleanup gear (§633.22). Most violations cost $100 for a first offense and $500 after, plus costs (§633.19).
