City walks

First walks in Omaha.

In Omaha, your dog is under physical restraint anywhere off your property - a leash, cord or chain, or riding in a carrier or enclosed car - with four city dog parks for off-leash play, all open dawn to dusk. The city’s own rules and how we suggest starting a new dog’s first week.

The rules, in short

From the Omaha Code of Ordinances and the city’s dog-parks page.

  • 1Off your property: a leash, cord or chain - or a carrier or enclosed car
  • 2Off-leash play: the city’s four listed dog parks, dawn to dusk
  • 3Pick up immediately - other people’s property and public, dog parks included
  • 4License from 16 weeks - proof of rabies vaccination required
  • 5At home: no more than three dogs over four months
  • 6At the dog parks: a dog deemed dangerous stays out of the off-leash area
Hours, exceptions & the fine print

Omaha considers a dog at large when it is off your premises and not under control “either in a receptacle, in an enclosed automobile or on a leash, cord or chain, except in a dog park recognized by the city” (6-1). Letting a dog run at large on someone else’s property or on streets and other public places is unlawful (6-146) - the exceptions are city-approved organized dog events and the fenced off-leash areas the city designates, and a dog deemed dangerous may not be at large in either. The code sets no leash-length cap: a leash is a “strap, rope or other device of sufficient strength and weight” to securely restrain the dog (6-1). In parks it is separately unlawful to let a dog run at large or enter the lakes, ponds, fountains or streams (21-5). The scoop law requires immediately cleaning up on anyone else’s property and on public property, “including designated off leash dog parks” (6-74). At home your dog must stay securely restrained or confined - an electronic fence is not a securely fenced yard - and the restraint penalties run $100 the first time, $250 the second and $500 each time after within 24 months (6-1, 6-147).
