Hours, exceptions & the fine print

Memphis writes the leash rule as a control rule: on public property, sidewalks included, your dog "must always keep... on a leash and under physical control" - physical control meaning you can actually restrain the dog, with a leash in good condition and strong enough not to break (8-3-6). The code sets no fixed length; the test is that the leash lets you control the dog at all times. The written exception is areas the city designates for off-leash use - the dog parks below. Two Memphis rules are stricter than most cities: spay or neuter is mandatory from six months unless an exception applies (8-3-3), and every dog must be microchipped by six months, or within 30 days of adoption for an older dog (8-3-5).
