Hours, exceptions & the fine print

Section 23.32 includes reasonably controlling enclosed areas and the designated-area provisions in 8.195. In parks and greenways, keep immediate physical and voice control; carry bags or a scoop, prevent digging, wildlife chasing and interference, and follow posted restrictions. Required collar tags include rabies, owner identification, municipal license and dog park permit. Section 8.195 includes a service-dog and law-enforcement-dog exception. Visiting dogs may use their home municipality’s valid license, with vaccinations and a daily Madison Parks Dog Permit. The code and public-health page use different licensing-age wording, so check the current requirements directly. Section 23.39 provides a formal one-year medical rabies exemption, with a veterinarian’s letter and titer evidence; it is not automatic. Dogs subject to injury-related restrictions under 23.35 have stricter leash and muzzle requirements.
