City walks

First walks in Jersey City.

In Jersey City the leash limit is six feet anywhere public, and off-leash is for the city’s signed dog runs only. The city’s own rules, the dog runs it has documented, and how we suggest starting a new dog’s first week.

The rules, in short

From Jersey City Municipal Code Chapter 90 (Ord. 25-066) and city records.

  • 1Leash no longer than six feet in any public place
  • 2Off-leash only inside a city-designated, signed dog run
  • 3First Street and Paulus Hook parks ban dogs - service dogs and leashed sidewalk pass-through excepted
  • 4Carry a bag or scoop, and pick up immediately
  • 5License and registration tag on the collar or harness
Hours, exceptions & the fine print

The six-foot leash rule names its own exception: areas the city designates as dog runs and marks with official signage. The two park bans have their own carve-outs - service dogs with their owner or trainer, and any dog on a leash passing on a public sidewalk. The code and the city’s Animal Care page give different licensing ages, so follow the city’s current licensing page.
