Hours, exceptions & the fine print

Buffalo’s rule is restraint, with no length cap: a dog may leave its owner’s premises only "securely held in leash," and the owner is liable whenever the dog is found at large (§78-18(A)). The code provides an off-leash exception for areas "specifically designated by the Commissioner of Public Works, Parks and Streets" as dog parks (§309-16(E)); you must be able to show current licensure and rabies vaccination on demand. In every other city park the rule is collar and leash, held at all times (§309-16(C)). One more scope rule: no dog, leashed or not, at a "special event" on municipal property (§78-18(B)).
